Receptive skills should not be considered the least of all aspects in teaching language. Reading is the best skill that I know to understand the basic such as the alphabet and numbers. Listening should be also considered for learners understand how those letters must be spoken. The sound received from listening makes a stronger relevance or understanding anything.
