Modals are structurally important in grammar and can convey a lot of meaning both verbally and pragmatically. There is room for lots of errors but with having practiced tenses beforehand the students are more likely to grasp the nature of modal verbs. The students can approach modal verbs with understanding likelihood and agency for example 'would' vs 'may' and pay special attention to the verb 'to be'. Also getting the students to use the active voice will be more engaging with the subject matter and therefore able keep track of phrasal verbs that have been taught and try to use them naturally during controlled practice.
